KHDA Teacher Licensing Dubai


The Knowledge and Human Development Authority (KHDA) is Dubai’s regulatory body for private education. If you are moving to Dubai to teach, having a job offer or a standard UAE employment contract under Labour Law is only half the battle; you cannot legally step into a private school classroom without an official KHDA Appointment Notification (Teacher Permit).  

The KHDA process runs parallel to your standard residency visa application, and it has become significantly more structured under recent regulatory updates.  

Here is a breakdown of how the process works from submission to approval.

The Process: Step-by-Step

The individual teacher registration process is free of charge and typically takes around 5 working days once submitted, but it relies entirely on the school's HR department acting as the intermediary.  


1.Document Compilation:Pre-Arrival / Initial Week.

You must provide your school's HR department with your fully attested documents. KHDA will not accept them without the home-country and UAE Ministry of Foreign Affairs (MoFA) stamps.

2.School Portal Submission:Within 5 Working Days.

The school uploads your documents, CV, and details into the centralised KHDA Connect portal. They will officially request a "Faculty Registration" and assign your specific subject specialisation and year groups.

3.Background & Deregistration Check:Concurrent.

KHDA runs a background screening. They verify your police clearance certificate and check their internal database to ensure you are not on the KHDA Deregistration List from a previous contract breach in Dubai.

4.Mandatory Induction Training:Before Teaching Commences.

New educators must complete mandatory initial induction modules covering:

  • The KHDA Educator Code of Conduct.

  • Child Protection and Safeguarding.

  • An introduction to UAE culture and local laws.

5.Issuance of Appointment Notification:Final Approval.

Once all criteria are met, KHDA updates their system and issues a formal Appointment Notification. You are now legally permitted to teach your assigned curriculum.


Required Documentation Checklist

Your school will require high-quality, un-laminated PDF scans of the following items to initiate the process:

  • Identity Papers: Your passport and valid Emirates ID (or your entry visa/digital application if the physical ID is still processing).  

  • An Updated CV: Ensuring your employment history dates precisely match your references.

  • Attested University Degree & Academic Transcripts: Your major must directly align with the subject you have been hired to teach (e.g., a BEd in Primary Education or a BSc in Mathematics for secondary roles).  

  • Experience Certificates: Official references or proof of service from previous schools, inside or outside the UAE.  

  • Good Conduct Certificate (Police Check): From your home country if you have lived there within the past 10 years, and from any country you have resided in during the last 5 years.  

Critical Regulatory Rules to Keep in Mind

Dubai’s teacher mobility framework introduces strict rules to maintain classroom stability and protect student learning continuity:  

⚠️ The 90-Day Rule for Mid-Term DeparturesIf a teacher chooses to resign or leave their position in the middle of an academic term or semester, KHDA will enforce a regulatory consequence. They will block the issuance of a new Appointment Notification for 90 days from the date of departure. This means you cannot immediately jump mid-term to another KHDA-regulated school in Dubai.  Note: This block does not apply if you complete your full notice period and finish out the academic term before transitioning.  
  • Mandatory End-of-Service Exit Surveys: Before you can ever transfer your KHDA permit to a new school in Dubai, you are legally required to complete a confidential KHDA Exit Survey. The data goes directly to the authority (not your old school) to track retention issues, workloads, and school cultures across the emirate.  

  • Strict Subject & Grade Matching: Your permit is locked to the specific subject and grade level approved by the KHDA based on your degree major. If your school wants you to teach an additional subject or switch key stages later on, they must file a separate "Modify Teaching Assignment" request through the portal, which takes another 5 working days to verify against your transcripts.
